College officials and select personnel convened on April 20–21, 2026, at the Academic Building for the First Quarter Tactical and Operational Planning Workshop to bolster the institution’s “Future-Ready” roadmap for the Calendar Year 2026.

Vice President for Planning, Research, Extension, Linkages, Quality Assurance, Publication, and Alumni Relations, Dr. Glen R. Mangali described the gathering as a “digital platform” for transformation characterized by measurable outcomes and societal impact.  He said, “We must collectively ensure that our programs and projects are aligned with national priorities and global standards.” 

President Rene M. Colocar challenged the participants to move beyond compliance and focus on building a lasting institutional legacy through strategic management, emphasizing the synergy between operational systems and tactical actions. He said, “Strategy without execution is aspiration. Execution without alignment is inefficient. I encourage everyone to engage actively, to think critically, and to collaborate intentionally.” 

Drumming up the momentum from the President’s message, OIC-Director for Planning Mr. Peter Lawrence Escobar facilitated the workshop within a systems-based environment to actively engage the participants. He shared, “I believe that we already have the resources and the unwavering support of the management. We just need to exert in realizing our plans, even through simple but important actions, such as accomplishing our institutional forms correctly, carefully, and completely.”

The two-day summit aimed to evaluate FY 2025 budget utilization and its alignment with implemented programs, projects, and activities; assess 2025 OPCR accomplishments against institutional targets; facilitate the preparation of 2026 OPCR Forms to support strategic priorities; and identify operational gaps and improvement strategies to strengthen institutional planning and performance management.

The workshop also featured FY 2025 Budget Utilization reported by Ms. Maribeth M. Monsad, Updates on Procurement Process and FY 2026 Annual Procurement Plan by Ms. Sophia Lorraine S. Loyola, and Gender and Development Accomplishment and Gender Focal Point System Functionality by GAD Director Maricel L. Divina and Dr. Mary Grace P. Goño. Utilizing the Philippine Commission on Women assessment tool, the GAD team outlined the evaluation of gender-responsive planning and the integration of a Board of Trustees-approved Six-Year GAD Development Plan.

Vice President for Academic Affairs Dr. Ma. Arra B. Santos-Bava ensured the college’s 2026 development roadmap remains grounded in fiscal reality. Focusing on the new Office Performance Commitment and Review templates, Dr. Bava urged participants to adopt a holistic perspective by considering how their specific unit’s administrative workflows and outputs help contribute to the collective performance and integrity of the college as a whole.

The participants, grouped into specific domains, undertook collaborative drafting and presented their 2026 Office Performance Commitment and Review reports, ensuring their departmental commitments were aligned with the college’s targets. These targets include achieving 100% accreditation for all degree programs, producing 15 research outputs, and securing ISO 45001 certification for occupational health and safety. Likewise, the college also set its sights on a 70% passing rate for first-time licensure examinees and the completion of all installations for the SMART Campus initiative.

The First Quarter Tactical and Operational Planning Workshop was supported by a dedicated working committee, namely Mr. Sean Kyle Boado, Mr. Manuel Delfino, Ms. Julie Ann Dalisay, Ms. Ira Enriquez, Mr. Aldrin Boholano, Ms. Princess Melody Isla, Ms. Myla Saladaga, Ms. Rosalinda Caballero, Ms. Michelle Ponce, Ms. Lourie May Luzano, Ms. Anna Khristina Buday, and Mr. Jonathan Bombita.
