In a strategic move to evolve the institution’s academic framework, President Rene M. Colocar underscored several key initiatives in his Annual Accomplishment Report. These include the pilot implementation of micro-credentials, a new cross-regional scholarship program, and ongoing infrastructure and campus beautification projects. The report was delivered during the “Ugnayan” assembly on February 10, 2026, at the New Academic Building.

“MPC has already transitioned toward a more flexible academic model through the CHED-approved Flexible Learning and Experience Credentials (FlexC) Manual. Through short, focused, and competency-based learning experiences, microcredentials provide a practical and accessible means for individuals to upgrade their skills, validate prior learning, and pursue new career pathways,” Pres. Colocar said.

He emphasized that this academic shift is a direct response to the changing needs of the workforce.

“We must pilot micro-credentialing to encourage more students to pursue tertiary education,” he stated, highlighting that short-term, skill-specific certifications can provide immediate employability while serving as a gateway to full degree programs.

As one of the lead proponents of FlexC Manual, Vice President Ma. Arra Santos-Bava acknowledged the Technical Working Group composed of  Dr. Glen R. Mangali, Dean Medardo B. Bombita, Dean Rudy James D. Tabasa, Prof. Deo James B. Roxas, Dr. Menere R. Nasiad, Prof. Joana Mae S. Penalosa, Engr. Robel D. Paglomutan, Prof. Maria Carmina S. De Guzman, Prof. Josefina M. Mangaoang, Prof. Sherwin P. Romulo, Mr. Wieson DG Resultan, and Ms. Aleah L. Cervera.

“Anchored on the CHED memorandum orders, TESDA policy frameworks, Philippine Qualifications Framework, and global best practices on flexible learning pathways, the FlexC Manual provides a clear mechanism for certifying skills, competencies, and learning outcomes that is aligned with the industry needs and academic program structures,” VPAA Santos-Bava emphasized as she discussed the key features of micro-credentials, including its delivery and implementation, credentialing, recording, and capacity building. Moreover, she highly encouraged faculty members to participate in the so-called “Training of Trainers” through the proposed Continuing Professional Development Program.

Dr. Glen R. Mangali, Vice President for Planning, Research, Extension, Linkages, Quality Assurance,  Publication and Alumni Relations, delivered a presentation centered on Outcomes-Based Education and the importance of catering to diverse learning styles. “In an OBE teaching and learning environment, success is measured not by what is taught, but by what learners can meaningfully demonstrate, apply, and sustain beyond the classroom,” he said.

Dr. Mangali commended the Quality Assurance Team as he revealed MPC’s standing in the UI GreenMetric World University Rankings, where the college placed 1,364th globally and 76th within the Philippines. This is in response to the CHED’s pursuit to advancing international reputation and visibility of Philippine higher education in making the sector globally competitive.

“Our first UI GreenMetric result is not a verdict; It is a mirror. It shows that sustainability already lives in our classrooms, pathways, and people. The task now is to transform these efforts into systems, data, and decisions that endure,” VP Mangali said.

Geared towards improving employability or income-earning ability of students and graduates, MPC is bent on strengthening industry-aligned and competency-based curriculum,  integrating Sustainable  development Goals into its core operations, building and capacitating an academic community that empowered the development of educators, researchers and non-academic staff.  President Colocar expressed enthusiasm in adopting 50 scholars from San Teodoro National High School in Oriental Mindoro.

“Recognizing the challenges faced by rural schools, where dropout rates remain high and only 20% of students transition to higher education, MPC is committed to expanding its reach. By partnering with San Teodoro National High School through a Memorandum of Agreement, we aim to share our human resources and equip these ethnolinguistic communities with essential competencies and skills to help the institution thrive,” President Colocar said. 

President Colocar also reported on Smart Campus innovations, including the launch of the e-Campus Radio to establish smart services for the student body. Ongoing projects include a new Student Center, a renovated Faculty Lounge, and campus beautification efforts, such as the installation of garden swings and a sunflower garden.

On the other hand, Non-Teaching Employees Association President William C. Dela Rama Jr. shared the association’s 2025 accomplishments, including by-law revisions and free medical consultations. Meanwhile United Teaching Employees Association President Marcela M. Bungag updated the body on the recent launch of their official Facebook page, conduct of bloodletting projects, and proposed a six-hour teaching load and benchmarking activities.

As Vice President for Administration and Finance Dr. Joemel V. Bautista mentioned, “The Ugnayan 2026 is a valuable opportunity for everyone to be heard and for voices to be acknowledged. Our strength lies in our united purpose.”

Dr. Sheila I. Villanueva, Dean for Graduate School and Human Resources Management Office Director, put emphasis on Malasakit, stating “What we do here in MPC is our expression of prayer and gratitude, and this is a noble act that we are doing. Let’s continue nourishing and flourishing malasakit to one another and for our college.”

The Ugnayan 2026, which was attended by college officials, and both teaching and non-teaching personnel, was facilitated by Executive Assistant Wieson DG Resultan.
